Outlaws são humanos que rejeitaram as regras de uma sociedade. Todos eles viraram criminosos por razões diferentes. Alguns deles foram seduzidos pela promessa de grande riqueza, ou foram convencidos à se unir em um culto, e ainda outros se sentem rejeitados pelos outros humanos que eles não confiam mais. Não importando a causa, eles roubam e matam sem clemência. O único pensamento deles é para o próprio ganho. Considerando que eles se parecem com jogadores, muitos iniciantes os consideram como PKs (especialmente Hunters).
Podem ser encontrados em diversos lugares, mas eles parecem ter se reunido ao redor de Outlaw Camp e Dark Cathedral. O colapso da Dark Cathedral pode ter algo a ver com o grande número de outlaws nesta área.
